Some time before 1990, Samuel Abner "Sam" Abbey was adjudged as "Incompetent" and was listed as a disabled veteran. He became a resident at St. Anne's Guest Home and had been living in the Lakota, ND, Good Samaritan Center. The question about the proper administration of his finances, mostly received from the Veterans Administration, was argued before the Supreme Court of North Dakota in 1990, and it was ruled that the First National Bank in Grand Forks had been collecting unreasonably high fees to administer his account.
