BOWKER, Wilbur Fee O. C. LL. M. LL. D. Q. C. (husband of Marjorie Bowker, retired Family Court Judge) He passed away peacefully at the Mewburn Veterans Centre in Edmonton, Alberta, on March 30, 1999, after a lengthy period of failing health. He was 89. Besides Marjorie, his loving wife of 58 years, he leaves to cherish his memory: his son, Dr. Blair Montgomery Bowker of North Bay, Ontario; his daughter, Lorna Pennie (husband, Dr. Ross Pennie) of Hamilton, Ontario; his son, Keith Wilbur Bowker (Faye) of Edmonton and seven grandchildren. Wilbur was born in Ponoka, Alberta, where he received his early schooling. He attended the University of Alberta, and graduated in Arts and Law in 1932. He later studied at the University of Minnesota and Yale. He practised for 10 years with the Milner Steer law firm in Edmonton before enlisting in the Canadian Army in 1942 where he served for three years, as a private, then Lieutenant and Captain. At the end of the War, with the expected influx of returning veterans, officials at the University of Alberta persuaded Wilbur to take charge of the Law Faculty for one year (on leave from the law firm). That one year turned out to be 23 years - 20 years of which were as Dean of Law. In 1968 he was appointed founding Director of the newly-established Alberta Institute of Law Reform, and it was from that position that he retired. Following retirement he continued his scholastic interests, including publication in 1989 of a 800 page Consolidation of 50 years of his Legal Writings (edited by his wife). He received many honors, not the least of which was in 1981 when the Alberta headquarters of the Attorney General's Department was named the Bowker Building in his honor. In 1989 he received the President's Award of the Canadian Bar Association, as well as the Justice Medal of the Canadian Institute of the Administration of Justice. In the same year, the Wilbur Bowker Professorship in Law was established at the University of Alberta on the initiative of former students. In 1990 both he and his wife received the Order of Canada. His latest honor was in 1994 when he received the Distinguished Service Award for Legal Scholarship from the Alberta Law Society and the Alberta Branch of the Canadian Bar Association. He was a member of the Edmonton Rotary Club for almost 50 years, its President in 1959, and was honored as a Paul Harris Fellow in 1980. He served on the Research Committee of the Alberta Cancer Board for 9 years, the last four as its Chairman. He was on the Advisory Board of the Provincial Archives, and for 8 years was the Chairman of the Judicial Council of Alberta. He was a 60-year member of the Masonic Order in Ponoka, and recipient of the 50-year jewel of the Scottish Rite in Edmonton. He served in local committees of the United Church, and for 12 years on the Board of the theological St. Stephen's College in Edmonton. Wilbur will be remembered as a law teacher, scholar, civil libertarian, raconteur and sports fan, who for over 50 years influenced legal developments in Canada. He was beloved by many for his wisdom, compassion, high moral standards, sense of humor and prodigious memory. A Memorial Service will be held at Knox Metropolitan United Church, 8307-109 Street, on Friday, April 9, 1999 at 2:00 pm with Reverend Clark Saunders officiating. Friends who so wish may make memorial donations directly to The Wilbur Bowker Professorship in Law, Faculty of Law, University of Alberta, Edmonton, Alberta, or a charity of one's choice.
